On Monday, 26 July, the Ukrainian president enacted a decision of the National Security and Defense Council (NSDC), which imposed economic sanctions against six individuals and ten entities, including three non-profit organizations related to the self-proclaimed Donetsk Peopleā€™s Republic.

Among the companies subject to sanctions is the Russian e-tailer Wildberries, as well as its divisions in other states including Ukraine, Armenia, Belarus, Kyrgyzstan, Kazakhstan and Poland.

The sanctions list also contains non-profit organizations that, although French-registered, represent the interests of Russian occupation forces in Donbas and the Russian occupation administration of the Crimean peninsula. These include:

  1. the NGO ā€œOfficial Representative Center of the Donetsk Peopleā€™s Republic in Franceā€
  2. the NGO ā€œAssociation of the Representation of the Donetsk Peopleā€™s Republic in Franceā€
  3. the NGO ā€œFrance-Crimea Associationā€

The decision contains provisions on freezing assets; restrictions on withdrawing capital from Ukraine; suspension of performing economic and financial obligations; termination of the provision of telecommunication services and the use of public telecommunication networks; prohibition of technology transfers and rights to intellectual property rights; and a number of other restrictive measures.

The names of the newly listed individuals are:

  1. Š’Š°kŠ°lchuk Š¢Š°Ń‚ianŠ° (co-founder of Wildberries)
  2. Š’Š°kŠ°lchuk VlŠ°dislŠ°v (co-founder of Wildberries)

  5. Fayard GĆ©rald-Hubert (founder of the NGO ā€œOfficial Representative Center of the Donetsk Peopleā€™s Republic in Franceā€)
  6. Neant Christel (employee of the International Press Center Doni)

Ukraine froze all of these individualsā€™ assets, imposed restrictions on withdrawal of their capital from Ukraine and suspended the performance of economic and financial obligations. Click here to obtain access to the NSDCā€™s website for detailed information.
