On 24 October 2014, the Department for Business, Innovation and Skills (BIS) and its Export Control Organisation (ECO) released Strategic Export Controls: Country Pivot Report: 1 January 2014 – 31 March 2014 (BIS/14/1170). The 360 page report covers export licensing decisions made by Her Majesty’s government between 1 January 2014 and 31 March 2014. All the information relating to a destination is shown together, and the reader will find all (if any) information on SIELs, OIELs, SITLs, SITCLs and OITCLs all in one place. This enhances the readability of the report. The information within the report covers those licences Issued, Refused or Revoked within the period for the following categories:
- Standard Individual Export Licences (SIELs) (including information on incorporation and Standard Individual Transhipment Licences)
- Open Individual Export Licences (OIELs)
- Open Individual Trade Control Licences (OITCLs)
- Standard Individual Trade Control Licences (SITCLs)
- Council Regulation 1236/2005 (concerning trade in certain equipment and products which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment).
There have been some major changes made to the content and layout of the report, and these take into account the commitment the Government made to the Committee on Arms Export Controls. The changes that have been implemented in this report are as follows:
- A breakdown of the overall value of SIELs issued, into military and non-military totals
- A split in the list of items between military and non-military items
- The inclusion of the control entry list with a breakdown as to how many items were licensed under that category and the value
- The addition of the ultimate destination for items that are being incorporated
- The addition of the case summary for SIELs that have been refused
