Andy Leck is a distinguished senior legal practitioner in Intellectual Property and Technology, Media and Telecommunications (TMT) matters. He is the head of the Intellectual Property and Technology (IPTech) Practice Group in Singapore, and serves as the Asia Pacific head of Baker McKenzie's TMT Industry Group. Andy is widely recognized by reputable global industry and legal publications as a leader in his field. He was named on "The A-List: Singapore's Top 100 lawyers" by Asia Business Law Journal since 2018. Chambers Asia Pacific notes that Andy as "a well-known IP practitioner who is highlighted for his record of handling major trade mark litigation, as well as commercial exploitation of IP rights in the media and technology sectors. He's been in the industry for a long time and has always been held in high regard. He is known to be very fair and is someone you would like to be in the trenches with you during negotiations." Furthermore, Asian Legal Business acknowledges Andy as a leading practitioner in his field and notes that he “always gives good, quick advice, [is] client-focused and has strong technical knowledge for his areas of practice.” Under his leadership, the TMT team in Singapore is highly regarded for its expertise in “outsourcing, cloud computing and TMT IP-related mandates” and “data privacy, compliance, technology and telecoms regulations.” Andy was appointed by the Intellectual Property Office of Singapore (IPOS) as an IP Adjudicator to hear IP disputes between 2021 and 2023. He has been an appointed member of the Singapore Copyright Tribunal since May 2010 and a mediator with the WIPO Arbitration and Mediation Center, as well as the Singapore Mediation Centre.

On 13 February 2023, the Singapore Food Agency published a media release in relation to a licensed food importer’s failure to arrange for the inspection, examination and certification of its imported food consignments. The food importer proceeded to sell the imported food consignments prior to the inspections and was fined SGD 13,500 by the court.

The Environmental Public Health Amendment Bill, introduced in Parliament on 9 January 2023, has proposed revisions to the cleaning business license regulatory framework in a bid to drive capabilities and raise public health standards of cleaning businesses. The existing framework, which was introduced in September 2014, only provides for one type of cleaning business license. However, the revised framework, which is intended to come into force from 1 January 2024, will provide for three different classes of cleaning business licenses.

The Electric Vehicles Charging Act 2022 that seeks to regulate the provision of safe and reliable charging of Electric Vehicles and the expansion of the EV charging infrastructure in Singapore was passed by Parliament in January 2023. The Act is expected to take effect in the second half of 2023. Notably, the Act sets out a licensing regime for EV charging operators and also prescribes certification requirements that all EV chargers would have to meet before the chargers can be installed and used in Singapore.

On 3 January 2023, the Health Sciences Authority (HSA) issued an update on products found and reported by overseas regulators to contain potent ingredients that are prohibited and may cause side effects. The HSA published a consolidated list of health products that were found and reported by health regulators overseas (including regulators in Brunei, Canada and Hong Kong) to contain potent ingredients.

As part of its efforts to offer enterprise users and their vendors better guidance on deploying Internet of Things technologies, the Info-communications Media Development Authority has published Annex C: Case Study on Smart Buildings (informative) to the IoT Cyber Security Guide. Annex C provides a starting point for businesses in the Facilities Management industry with smart systems to reevaluate their cybersecurity needs and infrastructure.

The Singapore Association of Pharmaceutical Industries Code of Conduct has been amended to include key principles when interacting with patients and patient organizations. The revisions are effective from 1 January 2023.
Article 11, which previously only expressly governed interactions between SAPI-represented pharmaceutical companies (Member Companies) and patient organizations, has been revised to include Member Companies’ interactions with patients. The amended Article 11.1 sets out the key principles to be adhered to when interacting with patients and patient organizations.

On 16 December 2022, the Competition and Consumer Commission of Singapore commenced proceedings in the State Courts against a retailer that sells alkaline water systems and its director. In particular, the CCCS applied for the court to make findings that the retailer engaged in unfair trading practices and to issue an injunction to restrain the retailer and its director from continuing such unfair trading practices.
